Tell Nelson City Council to pass an ambitious climate-safe and affordable buildings policy

On Tuesday, July 7, the City of Nelson Council will consider a critical piece of climate policy, and needs to hear from as many residents as soon as possible, urging them to make the right decision.

If approved, this policy will ensure new homes are built to modern standards using clean, efficient electricity. This helps reduce climate pollution while making homes more affordable to run and safer during extreme heat.

By using proven heat pump technology to provide heating and cooling instead of gas hookups, all-electric homes are simpler and more cost-effective to build. This means lower energy bills and homes that are built for today – not outdated systems that will need to be replaced.

Many builders across B.C. are already delivering these homes. In fact, over 30 communities across B.C., representing nearly half of BC’s population, have already adopted the same policy. Nelson has an opportunity to take this practical step and catch up with other leading communities.

I’m a Nelson resident, and I’m urging you to adopt at least level 3 of the Zero Carbon Step Code by the end of this year to keep up with other leading municipalities that have already gone to the highest level (Emissions Level 4) and modernized their building requirements.

In 2023, the Province gave local governments the power to reduce climate pollution from new buildings if they choose to do so. This policy would require new homes to be built to modern standards using clean, efficient electricity.

Requiring the highest modern standards for heating and cooling systems in new construction is a practical step that helps ensure new homes are built for today’s needs. All-electric homes using proven heat pump technology are often more cost-effective from the start, avoiding gas hookup costs and helping keep energy bills lower.

And with increasing summer temperatures, this policy will help keep our neighbours safe during extreme heat events like the 2021 deadly heat dome by equipping all new buildings with cooling.

Continuing to build with gas risks locking residents into higher costs and systems that will need to be replaced in the future as the Province accelerates its zero-carbon requirements.

Many builders are already delivering all-electric homes across B.C., and clear and consistent rules help create a level playing field.

I want to see Nelson build homes that are affordable and make sense for a better future. Buildings are one of the few areas where Nelson has direct authority to reduce emissions, and meeting the city’s climate targets will be difficult without a strong Zero Carbon Step Code.

Please support the Zero Carbon Step Code and adopt at least EL-3 before the end of 2026.
