I am thrilled by the federal government’s reentry into the housing sector through programs like the Build Canada Homes (BCH) Crown corporation. It is an important step. But as we face down the housing crisis, the climate crisis, and an energy crisis fuelled by war, the federal government's actions on housing must prioritize both financial ambition and the construction of clean-energy, climate-resilient buildings.

Currently, BCH’s climate mandates rely on weak, incentive-based frameworks, and its 20% emissions reduction target is insufficient. Without integrating enforceable climate standards for housing, Canadians will be exposed to severe climate risks, both financial and humanitarian, such as being unable to insure their homes if they aren’t built for the future. The federal government must integrate the following standards into its housing strategy:

1. Government programs should be setting the standard, not funding a race to the bottom. Lead by example by aiming for the highest standards of the National Building Code and make sure all federally-built homes reduce pollution, not add more, by adhering to a climate mandate.

2. Prioritize long-term safety by requiring climate risk assessments. Building in flood zones or wildfire corridors puts residents at risk and creates liabilities for insurers and taxpayers.

3. Energy programs can have a huge impact on struggling households by helping save energy and lower bills, and reducing pollution. Support families and our economy with a national deep retrofit strategy, including specific programs for low-income families and apartment buildings. Build on successful local and provincial programs with a national heat pump deployment program.

4.  Make clean energy part of housing developments by promoting rooftop solar and geothermal energy, and regulating the phase-out of methane gas for home heating. Alongside local ownership, it will support the community in multiple ways.
