Tell Langford City Council to support climate-safe and affordable buildings

The City of Langford Council needs our support to pass a critical piece of housing policy.

If approved, this policy will ensure new homes are built to modern standards using clean, efficient electricity. This helps reduce climate pollution while making homes more affordable to run and safer during extreme heat.

By using proven heat pump technology to provide heating and cooling instead of gas hookups, all-electric homes are simpler and more cost-effective to build. This means lower energy bills and homes that are built for today – not outdated systems that will need to be replaced.

Many builders across B.C. are already delivering these homes, and the surrounding municipalities – from Metchosin to Colwood to View Royal – have adopted the same policy. Langford has an opportunity to take this practical step and catch up with neighbouring communities.

I’m a Langford resident and I’m urging you to support the Zero Carbon Step Code by passing staff’s Option 1 recommendation.

Requiring the highest modern standards for heating and cooling systems in new construction is a practical step that helps ensure new homes are built for today’s needs. All-electric homes using proven heat pump technology are often more cost-effective from the start, avoiding gas hookup costs and helping keep energy bills lower.

And with increasing summer temperatures, this policy will help keep our neighbours safe during extreme heat events like the 2021 deadly heat dome by equipping all new buildings with cooling.

Continuing to build with gas risks locking residents into higher costs and systems that will need to be replaced in the future as the Province accelerates its zero carbon requirements.

Many builders are already delivering all-electric homes across B.C., and clear and consistent rules help create a level playing field.

Most communities across southern Vancouver Island, including Metchosin, Colwood, and View Royal, have already adopted the highest level of the Zero Carbon Step Code (Emissions Level 4, also known as EL-4). I think it makes sense for Langford to stay aligned with neighbouring communities.

I want to see Langford build homes that are affordable and make sense for a better future.

Please support the Zero Carbon Step Code and pass staff’s recommendations to adopt EL-4 before the end of 2026.
