As a Coquitlam resident, I’m encouraged to see the City bringing forward a plan to adopt the Zero Carbon Step Code. This is an important step toward ensuring that new homes and buildings are constructed with efficient electric heating and cooling systems, while reducing reliance on polluting methane gas.

I appreciate the proposed implementation timeline overall, but I strongly urge Council to require EL-3 for Part 3 buildings starting July 1, 2026, rather than EL-2. Developers in other Metro Vancouver municipalities are already building to this standard, and it makes sense for Coquitlam to do the same.

Delaying this common-sense step will only saddle future residents with costly and disruptive retrofits to replace gas heating and hot water systems with electric alternatives. Requiring EL-3 earlier would better protect homeowners and tenants from unnecessary costs and ensure that new buildings reflect today’s needs, not outdated practices that lock in pollution and future expense.

I want to see our community take meaningful action to deliver affordable homes and buildings that are fit for a climate-safe future, and to move in lockstep with our neighbours. Today, more than half of Metro Vancouver residents already live in municipalities with low-carbon building requirements, including Burnaby, Richmond, the North Shore municipalities, New Westminster, the Township of Langley, Vancouver, and Port Moody. It’s time for Coquitlam to join them.

Thank you to City staff and Council for the time, effort, and care that has gone into developing this policy and for engaging with Coquitlam residents over the past year.

Please vote in favour of implementing the Zero Carbon Step Code, and I strongly urge you to amend the proposal so that Part 3 buildings are required to meet EL-3 starting July 1, 2026, rather than delaying until 2027.
