Tell Penticton Council to support a more ambitious Zero Carbon Step Code

This Tuesday, Penticton Council is set to discuss a key climate-safe buildings policy. Let’s ensure Council hears we support bold action.

If approved, the Zero Carbon Step Code will ensure that new buildings are constructed to run on clean electricity instead of polluting methane gas – tackling one of the biggest sources of climate pollution in cities. But predictably, Fortis reps are showing up in communities across B.C., fighting tooth and nail to block this policy and keep hooking up gas lines to new homes. Council needs to hear from as many people as possible before the vote calling on them to pass a strong ambitious policy without delay.

Emissions from homes are the third-largest source of carbon pollution in B.C. – approximately 12% of climate pollution – and indoor gas appliances also hurt our health, so switching from fracked gas to clean electricity should be an obvious step. Already over 30 communities from Nelson to Rossland have taken the lead by passing low carbon construction policies. It’s time for Penticton to join them.

I’m a Penticton resident urging you to adopt a strong Zero Carbon Step Code of at least Emissions Level 3 by 2026 for all new buildings. With wildfire smoke, extreme heat, and longer fire seasons, we cannot wait. Buildings produce nearly one-third of our city’s greenhouse gas emissions, and requiring clean, efficient electric heating and hot water is one of the fastest, most cost-effective ways to cut pollution, improve indoor air quality, and lower long-term costs for homeowners. Heat pumps also provide cooling during increasingly hot summers, protecting seniors and other vulnerable residents.

Many local builders already meet the highest standard (EL-4) with no or minimal extra cost, and report healthier homes, lower bills, and strong demand for fossil-fuel-free housing. B.C.’s electricity is 98 percent renewable, and more is coming online to meet growing demand.

Penticton has led before, adopting Energy Step Code Level 3 ahead of provincial requirements. Now we can lead again, joining over 30 B.C. communities including Whistler, Nelson, and Rossland that have strengthened their building standards. Fossil gas is expensive, polluting, and unnecessary. By acting now you can prevent costly retrofits for future homeowners.

Please vote to adopt at least Emissions Level 3 of the Zero Carbon Step Code by 2026. This is a practical step that will protect our health, support local builders, and keep Penticton on track with its climate goals.
