On Tuesday, February 11th, the Council will discuss a groundbreaking way to lower air and climate pollution from existing homes.
The new policies will help home sellers focus on upgrades that increase efficiency and help transition homes to renewable energy.
Here’s how they work:
Before selling a home, the owner will need to assess if the home meets emissions standards. If it doesn’t, the buyer will choose upgrades – the menu includes heat pumps, solar and batteries, insulation, and more – that will make the home meet the resilience standard. The buyer and seller will negotiate upgrade costs as part of the sale, and money for the upgrades will go into escrow until the upgrades are made. Home buyers make the upgrades and then are reimbursed. The policies being discussed on Tuesday will apply to single family homes and buildings with up to four dwellings. The policies will include exemptions for first-time home buyers receiving Federal or State assistance, buildings that are already all-electric, and buildings that already have at least one heat pump system.
